The article continues a series of the authors publications on the topic of forming agglomerations at the contemporary stage of socio-economic development of the region and is dedicated to the study of agglomeration in the oil-extracting rayon of the Republic of Tatarstan. On the basis of a network of cities and towns is the process of forming Almetevsko-Bugulminskoy agglomeration. This phenomenon is a classic example of formation of agglomeration, which was described in the scientific literature as the process of creating agglomeration "from the district". And it’s based on a monospecialization of cities and territories on the extraction of natural resources, in this case oil.
