Pravila dlya avtorov

Zhurnal «Vestnik tehnologicheskogo universiteta» sostavlen iz original'nyh statey teoreticheskogo i eksperimental'nogo haraktera veduschih specialistov, rabotayuschih v razlichnyh oblastyah, razvivaemyh v nastoyaschee vremya v vuze,  nauchnyh i obrazovatel'nyh uchrezhdeniyah, promyshlennyh predpriyatiyah Respubliki Tatarstan, Rossiyskoy Federacii i za rubezhom.
Pri oformlenii predstavlyaemyh k publikacii materialov sleduet soblyudat' sleduyuschie pravila.
1. Avtory napravlyayut v redakcionnuyu kollegiyu zhurnala (korpus A Kazanskogo nacional'nogo issledovatel'skogo tehnologicheskogo universiteta, kom. 335 ili pochtovym otpravleniem po adresu: 420015, g.Kazan', ul.K.Marksa, d.68, KNITU, zaveduyuschemu redakciey zhurnala «Vestnika tehnologicheskogo universiteta») stat'yu, podpisannuyu vsemi avtorami, i ee komp'yuternyy variant – po elektronnoy pochte.
2. Soprovoditel'nye dokumenty dolzhny vklyuchat' (po 1 ekz.):
- ekspertnoe zaklyuchenie o vozmozhnosti opublikovaniya v otkrytoy pechati (dlya statey estestvenno-nauchnogo profilya);
- spravku o proverke stat'i programmoy «Antiplagiat».
3. Komp'yuternyy variant stat'i oformlyaetsya v vide edinogo fayla (dvuhpolosnyy variant), vklyuchayuschego indeks UDK,  inicialy i familii avtorov (v t.ch. angloyazychnoe napisanie), nazvanie stat'i (na russkom i angliyskom yazykah), annotacii na russkom i angliyskom yazykah (ne menee 200 SLOV), klyuchevye slova (na russkom i angliyskom yazykah); polnyy tekst i formuly, spisok procitirovannoy literatury, tablicy i pri nalichii vozmozhnosti – risunki, svedeniya ob avtorah na russkom i angliyskom yazykah. Fayl imenuetsya po familii pervogo avtora. 
4. Tekst dolzhen byt' napechatan v redaktore «Word», parametry stranicy: verhnee pole 2 sm, nizhnee - 1.5 sm, levoe – 1,75, pravoe - po 2 sm, verhniy kolontitul - 1.0 sm, nizhniy - 1.5 sm; shrift teksta stat'i - Times New Roman Cyr 10 kgl cherez odin interval;  klyuchevyh slov, annotacii, Literatury i svedeniy ob avtorah - 9 kgl; podstrochnye i nadstrochnye indeksy - 10 kgl shrifta Arial. Abzacnyy otstup – 0,5 sm. Klyuchevye frazy teksta mogut byt' vydeleny kursivom. Ispol'zovanie zhirnogo shrifta, podcherkivaniya, otlichnyh ot odinarnogo mezhstrochnyh intervalov, a takzhe oformlenie otstupov probelami ne dopuskayutsya. Nomera stranic prostavlyayutsya v centre nizhnego kolontitula. 
Stat'ya ne dolzhna prevyshat' po ob'emu 10 stranic s uchetom risunkov i tablic. 
Obzory napravlyayutsya v redakcionnuyu kollegiyu po predvaritel'nomu soglasovaniyu. Pri podgotovke obzornyh statey avtoram sleduet prinimat' vo vnimanie sleduyuschee:
a) kak minimum odin iz avtorov obzornoy stat'i dolzhen imet' sobstvennye publikacii po tematike dannoy stat'i v avtoritetnyh nauchnyh zhurnalah, indeksiruemyh ili v Perechne VAK RF, ili v Web of Science, ili v Scopus; pri etom v spiske literatury k dannoy stat'e dolzhno byt' predstavleno ne menee 3 takih publikaciy;
b) soderzhanie obzornoy stat'i pomimo vsego prochego dolzhno ohvatyvat' takzhe dostizheniya poslednih let v dannoy oblasti nauki, opublikovannye kak v rossiyskoy, tak i zarubezhnoy nauchnoy literature, pri etom obschee chislo procitirovannyh rabot (i sootvetstvenno ssylok v spiske literatury k stat'e) dolzhno byt' ne menee 40. Pri etom krayne nezhelatel'ny ssylki na tezisy dokladov lyubyh konferenciy;
v) k publikacii v zhurnale mogut byt' predstavleny takzhe avtorskie obzory, v kotoryh proizvedeny sistematizaciya, analiz i obobschenie rabot, opublikovannyh preimuschestvenno samimi avtorami obzornoy stat'i; v etom sluchae ih avtory dolzhny ubeditel'no obosnovat' (v soprovoditel'nom pis'me v redakciyu zhurnala ili v vvodnoy chasti stat'i), chto oni razvivayut unikal'noe nauchnoe napravlenie v sootvetstvuyuschey otrasli nauki i zanimayut v nem lidiruyuschie pozicii.      
5. Matematicheskie i himicheskie simvoly v formulah i uravneniyah dolzhny byt' nabrany v odnom iz formul'nyh redaktorov. Poskol'ku maket zhurnala dvuhpolosnyy, formuly, predstavlennye v stat'e, dolzhny po razmeru pomeschat'sya v odnu polosu, t.e. imet' razmer ne bolee, chem 5´8 sm. 
6. V stat'e zhelatel'no priderzhivat'sya sleduyuschego poryadka izlozheniya materiala. V nachale raspolagayutsya indeksy UDK, inicialy i familii avtorov, nazvanie na russkom yazyke propisnymi bukvami,  klyuchevye slova na russkom yazyke, annotaciya na russkom yazyke; inicialy i familii avtorov, nazvanie na angliyskom yazyke propisnymi bukvami,   klyuchevye slova na angliyskom yazyke i annotaciya na angliyskom yazyke. Annotacii i klyuchevye slova oformlyayutsya kursivom. Tekst stat'i dolzhen soderzhat' ishodnye (v tom chisle literaturnye) dannye i cel' raboty, dlya rabot eksperimental'nogo haraktera - eksperimental'nuyu chast' (reagenty, apparatura, osnovnye metodiki), rezul'taty i ih obsuzhdenie, spisok literatury. Sleduet priderzhivat'sya edinic izmereniya i terminologii, rekomenduemyh IYuPAK. Vse ispol'zuemye uslovnye oboznacheniya i sokrascheniya dolzhny byt' rasshifrovany. Drobnye chasti chisel otdelyayutsya zapyatoy.
Dublirovanie dannyh v tekste, tablicah, risunkah, a takzhe ispol'zovanie v tablicah, ne obsuzhdaemyh v tekste literaturnyh dannyh, ne dopuskayutsya.
7. Ispol'zovanie risunkov dolzhno diktovat'sya neobhodimost'yu bolee yasnogo ponimaniya izlagaemogo materiala. Publikaciya mozhet vklyuchat' ne bolee 5-ti risunkov (s obyazatel'noy ssylkoy na nih v tekste stat'i). Risunok s razdeleniem na (a) i (b) chasti schitaetsya kak ris.1 i ris.2. Kazhdyy risunok d.b. formatom ne bolee  5x8 sm i v vide, prigodnom dlya neposredstvennogo vosproizvedeniya. Risunki mogut vklyuchat' nevydelennye kratkie cifrovye ili bukvennye oboznacheniya (numeruyuschiesya sleva napravo ili po chasovoy strelke), nabrannye sootvetstvuyuschim ostal'nomu tekstu shriftom; razmer lyubyh oboznacheniy na risunkah vybiraetsya v predelah 12-14 kgl. Format risunka sleduet vybirat' s uchetom predstavlennogo izobrazheniya dlya isklyucheniya znachitel'nyh svobodnyh poley. Risunki d.b. vklyucheny v sostav  fayla, zhelatel'no neposredstvenno posle ukazannoy ssylki. Podpisi k risunkam vypolnyayutsya sleduyuschim obrazom: slovo «Ris.» (probel), nomer risunka ciframi, tire, probel, nazvanie s bol'shoy bukvy (bez tochki v konce predlozheniya). 
8. Publikaciya mozhet vklyuchat' ne bolee 3 tablic. Tablicy predstavlyayutsya po forme: slovo «Tablica» v levom verhnem uglu bez otstupa (probel), nomer tablicy ciframi (esli ih bolee odnoy), tire, probel, nazvanie s bol'shoy bukvy. Soderzhimoe yacheek sleduet raspolagat' po centru. Shirina tablicy d.b. ne bolee 8 sm. Esli tablica zanimaet bolee odnoy stranicy, nizhe shapki tablicy na pervoy stranice raspolagaetsya stroka numeracii kolonok - po poryadku sleva napravo, vtoraya i posleduyuschaya stranicy nachinayutsya slovami «Prodolzhenie tablicy (probel, nomer, tochka)», dalee povtoryaetsya stroka numeracii. Tablicy razmerom menee odnoy stranicy razryvat' ne sleduet. Razmery yacheek i tablicy v celom sleduet po vozmozhnosti minimizirovat'.
V tablicy vklyuchayutsya tol'ko neobhodimye cifrovye dannye. Material dolzhen byt' metrologicheski obrabotan (ukazany chislo izmereniy, pogreshnost' i t.p.). Ssylki na tablicy v tekste stat'i obyazatel'ny. Tablicy  d.b. vklyucheny v sostav  fayla, zhelatel'no neposredstvenno posle privodimoy ssylki.
9. V isklyuchitel'nyh sluchayah, esli vypolnenie trebovaniy k formatirovaniyu formul, tablic i risunkov privodit k iskazheniyu predstavlyaemoy informacii, vozmozhno ih raspolozhenie po shirine odnoy polosy s posleduyuschim oformleniem teksta soglasno Pravilam.
10. Citiruemaya literatura numeruetsya v poryadke upominaniya, v tekste poryadkovyy nomer ssylki zaklyuchaetsya v kvadratnye skobki. Spisok ispol'zuemoy literatury pomeschaetsya v konce stat'i i oformlyaetsya bez abzacnyh otstupov v sootvetstvii s Pravilami oformleniya literatury (privodyatsya nizhe).
Numeraciya i vklyuchenie v spisok vseh upomyanutyh v stat'e literaturnyh istochnikov obyazatel'ny. Ssylki na stat'i, nahodyaschiesya v pechati, ne dopuskayutsya. Kolichestvo ssylok v stat''e dolzhno byt' ne menee 15. Stat'ya, v kotoroy ne soderzhatsya ssylki na literaturnye istochniki, ne budet prinyata k dal'neyshemu rassmotreniyu. 
11. Na posledney stranice stat'i, posle privedennogo spiska literatury, neobhodimo ukazat' svedeniya ob avtorah: F.I.O., zvanie, dolzhnost', strukturnoe podrazdelenie, organizaciya, e-mail, s polnym perevodom dannyh svedeniy na angliyskiy yazyk.
12. Materialy statey, ne otvechayuschie kakomu-libo trebovaniyu «Pravil dlya avtorov» vozvraschayutsya avtoram. Pri povtornom predstavlenii takoy stat'i srok se podachi obnovlyaetsya.
13. Na dorabotku stat'i posle nauchnogo redaktirovaniya avtoram predostavlyaetsya srok ne bolee odnoy nedeli. Na stadii podgotovki ocherednogo vypuska zhurnala redakcionnaya kollegiya ostavlyaet za soboy pravo konkursnogo otbora materialov.
14. Avtory nesut otvetstvennost' za pravil'nost' izlozheniya materiala i ispol'zovaniya special'nyh terminov. Korrektura statey dlya prosmotra ne predostavlyaetsya.
15. Plata s aspirantov za publikaciyu rukopisey ne vzimaetsya.

Rasprostranenie izdaniya osuschestvlyaetsya po tehnologicheskim vuzam i krupnym bibliotekam Rossii.

Issledovany kolebatel'nye spektry rastvorov 1,2-dihloretana v stekluyuscheysya matrice (parafinovoe maslo) v shirokom intervale temperatur, v tom chisle i nizhe temperatury steklovaniya. Obnaruzheno, chto pri koncentraciyah bolee 0,07 ob. dol. nablyudayutsya priznaki kompleksoobrazovaniya. Sovmestnyy analiz eksperimental'nyh dannyh s privlecheniem metodov faktornogo analiza i kvantovo-himicheskih raschetov pozvolil ustanovit', chto molekulyarnym kompleksom yavlyaetsya dimer, obrazovannyy trans- i gosh-konformaciyami 1,2-dihloretana. Opredeleny termodinamicheskie parametry kompleksa. ………….

STUDIES  ON  THE  MOLECULAR  COMPLEXES  OF  1,2-DICHLOROETHANE
IN  A  VITRIFIED  MATRIX
Keywords: 1,2-dichloroethane, conformational analysis.

The vibrational spectra of 1,2-dichloroethane solutions in  a glass matrix (wax oil) at a wide  temperatures interval including below glass-transition temperature has been investigated. It is revealed that at concentrations more than 0,07 i.v.f. the complexing signs are observed. The joint analysis of experimental data with factor analysis and quantum-chemical calculation methods has allowed to establish that the molecular complex is the dimer formed by trans- and gauche-conformations of 1,2-dichloroethane. The thermodynamic parameters of the complex were determined. ……………

Interes k izucheniyu molekulyarnyh kompleksov svyazan s tem, chto mezhmolekulyarnye vzaimodeystviya igrayut isklyuchitel'no vazhnuyu rol' v ponimanii kinetiki himicheskih reakciy, processov rastvoreniya i adsorbcii, effektov samoorganizacii molekul i obrazovaniya supramolekulyarnyh sistem s neobychnymi fiziko-himicheskimi svoystvami. Poetomu issledovanie yavleniy, obuslovlennyh slabymi vnutri- i mezhmolekulyarnymi vzaimodeystviyami, predstavlyaet soboy odnu iz aktual'nyh zadach sovremennoy himicheskoy i molekulyarnoy fiziki. 
V predstavlennoy rabote privedeny rezul'taty eksperimental'nyh issledovaniy metodom IK-Fur'e spektroskopii molekulyarnyh klasterov 1,2- dihloretana v stekluyuschemsya rastvoritele v shirokom intervale temperatur i koncentraciy. Eksperimental'nye dannye interpretirovany s privlecheniem metodov faktornogo analiza i kvantovo-himicheskih raschetov elektronnoy i prostranstvennoy struktury i energii molekulyarnyh klasterov. 
Eksperimental'naya chast'                                                 i kvantovo-himicheskie raschety
V kachestve stekluyuscheysya matricy ispol'zovalos' parafinovoe maslo (PM). Rastvor s zadannoy koncentraciey 1,2-dihloretana (DHE) tschatel'no peremeshivalsya v techenie 5 minut i pomeschalsya v kyuvetu fiksirovannoy tolschiny (50 mkm), prisposoblennuyu dlya nizkotemperaturnyh issledovaniy.
Registraciya IK-fur'e spektrov pogloscheniya provodilas' na spektrometre «Tenzor-27» firmy «Bruker». Spektral'noe razreshenie sostavlyalo              1 sm-1, chislo skanov – 32. Nizkotemperaturnye issledovaniya vypolnyalis' v standartnom kriostate v diapazone temperatur 100-300 K. Kriostat ohlazhdalsya s pomosch'yu zhidkogo azota, srednyaya skorost' ohlazhdeniya sostavlyala 0,5 - 1 K/min. Temperatura registrirovalas' s pomosch'yu platinovogo termometra. Tochnost' podderzhaniya temperatury obrazca sostavlyala ±1 K. V sluchae sil'no perekryvayuschihsya polos oni razdelyalis' na otdel'nye spektral'nye komponenty s pomosch'yu paketa prikladnyh programm PeakFit. Forma polos zadavalas' summoy konturov Lorenca i Gaussa.

Ethics of Authorship of Scientific Publications

The author (or team of authors) is aware that he/she bears the initial responsibility for the novelty and reliability of the results of scientific research, which implies compliance with the following principles:

The authors of the article must provide reliable results of the research conducted. Knowingly erroneous or falsified statements are unacceptable.
Authors must guarantee that the results of the research presented in the submitted manuscript are completely original. Borrowed fragments or assertions should be presented with obligatory indication of the author and the original source. In the case of using fragments of others' works and/or borrowing statements of other authors, the corresponding bibliographical references with obligatory indication of the author and the original source should be made out in the article. According to the requirements to the articles published in the Journal "Bulletin of Technological University": all articles undergo a mandatory check through the system "Anti-plagiarism".
It is necessary to recognize the contribution of all persons who in one way or another influenced the course of research, in particular, the article must provide references to the works that were important in the research.
Authors should not submit to the Journal a manuscript that has been sent to another Journal and is under review, as well as an article already published in another Journal.
All persons who have made a significant contribution to the research should be listed as co-authors of the article. Individuals who did not participate in the study must not be listed among the co-authors.
Authors must disclose conflicts of interest that may affect the evaluation and interpretation of their manuscript, as well as sources of financial support for the project (grants, state programs, projects, etc.), which must necessarily be indicated in the manuscript.
The authors are obliged to immediately notify the editorial board of the Journal in case of an error in any work submitted, accepted for publication or already published, as well as to assist the editorial board in correcting the error. If the editorial board learns about the error from third parties, the authors should immediately eliminate the error or provide evidence of its absence.
Authors must comply with copyright law; copyrighted materials (such as tables, figures, or large quotations) may only be reproduced with the permission of their owners.
Authors must indicate the full affiliation of the institutions (including its full official name and legal address with zip code) of which they are employees.
Any copyright infringement will be dealt with according to the COPE algorithm.

Ethics of reviewing scientific publications

The reviewer carries out the scientific expertise of author's materials and, as a result, his/her actions must be of an unbiased nature, which means that the following principles must be followed:

The manuscript received for review should be treated as a confidential document, which should not be shared for review or discussion with third parties who are not authorized by the editorial board.
The reviewer is obliged to give an objective and reasoned assessment of the research results presented. Personal criticism of the author is unacceptable.
Unpublished data obtained from manuscripts submitted for review should not be used by the reviewer for personal purposes.
The reviewer must notify the Journal if he or she finds any conflict of interest or any other circumstances that prevent them from forming a fair and unbiased evaluation of the article.
A reviewer who believes that he or she is not an expert on the issues addressed in the article or realizes that he or she will not be able to provide a timely review of the article must promptly inform the Editorial Board about the impossibility of reviewing the article submitted by him or her.
Independent reviewers are told what requirements are imposed on them and are also given information about any changes in editorial policy.
The editorial board maintains the confidentiality of reviewers' personal data.

The reviewer is guided by the Singapore Regulation on Research Paper Integrity (2010).

Ethics of editing scientific publications

The editorial board, the staff of the editorial-publishing group and the members of the editorial board of the Journal are responsible for the publication of author's works, which entails the need to follow the following fundamental principles:

• The Editorial Board places information materials for the authors (a list of the necessary requirements for the design of articles, the procedure for reviewing and reviewing articles) on the Journal's website.
• The Editorial Board of the Journal makes a decision to accept or reject a publication based on the results of the manuscript's check for compliance with the design requirements and the results of the reviewing process. • The Editorial Board undertakes to promptly consider every claim of unethical behavior of the authors of manuscripts and already published articles regardless of the time of its receipt and undertakes to take adequate and reasonable measures in relation to such claims. In case the arguments of the claim are confirmed, the Editorial Board has the right to refuse to publish the article, to stop further cooperation with the author, to publish an appropriate refutation, as well as to take other necessary measures to further suppress the unethical behavior of the author.

The Ethics of Publishing Scientific Publications

1. Obschie polozheniya

Stat'i, napravlyaemye v «Vestnik tehnologicheskogo universiteta», podvergayutsya nezavisimomu recenzirovaniyu (peer review). Recenzirovanie osuschestvlyaetsya odnim ili neskol'kimi chlenami redakcionnoy kollegii v zakrytoy forme (t.e. familiya recenzenta avtoram stat'i ne soobschaetsya).  

1.2. Recenzirovanie provoditsya posle peredachi ekzemplyara stat'i otvetstvennym sekretarem Zhurnala  chlenu redakcionnoy kollegii po sootvetstvuyuschemu napravleniyu. Na recenzirovanie stat'ya peredaetsya chlenu redakcionnoy kollegii v elektronnom formate.

1.3. Poluchivshiy stat'yu chlen redakcionnoy kollegii Zhurnala obyazan oznakomit'sya s ney v techenie nedeli. V te zhe sroki nauchnyy redaktor vprave dopolnitel'no privlech' k recenzirovaniyu specialistov po tematike publikacii (odnogo ili neskol'kih – po neobhodimosti). Posle provedeniya recenzii stat'ya vmeste s recenziey dolzhna byt' vozvraschena  otvetstvennomu sekretaryu Zhurnala, s posleduyuschey otpravkoy avtoru(am) v dvuhnedel'nyy srok.

1.4. 2. Oformlenie recenzii

2.1. Nezavisimo ot togo, rekomendovana li dannaya stat'ya dlya opublikovaniya (s zamechaniyami ili bez takovyh), ili zhe otklonena recenzentom, ona dolzhna soprovozhdat'sya recenziey (ili recenziyami). V recenzii dolzhny byt' ukazany vse trebuyuschie dorabotki zamechaniya ili prichiny otkaza v opublikovanii. Variant oformleniya recenzii predstavlen v prilozhenii A. Recenziya dolzhna byt' predstavlena otvetstvennomu sekretaryu redkollegii v elektronnom (.doc, .docx ili .pdf) formate s lichnoy podpis'yu recenzenta.

2.3. V rezul'tate rassmotreniya stat'i recenzent mozhet prinyat' reshenie o celesoobraznosti peredachi stat'i v drugoy razdel Zhurnala i vozvratit' recenziruemye materialy avtoru(am) na dorabotku. Dal'neyshiy poryadok recenzirovaniya sootvetstvuet p. 1.4 nastoyaschego Polozheniya.

Zhurnal «Vestnik tehnologicheskogo universiteta» sostavlen iz original'nyh statey teoreticheskogo i eksperimental'nogo haraktera veduschih specialistov, rabotayuschih v razlichnyh oblastyah, razvivaemyh v nastoyaschee vremya v vuze,  nauchnyh i obrazovatel'nyh uchrezhdeniyah, promyshlennyh predpriyatiyah Respubliki Tatarstan, Rossiyskoy Federacii i za rubezhom.
Pri oformlenii predstavlyaemyh k publikacii materialov sleduet soblyudat' sleduyuschie pravila.

Abzacnyy otstup – 0,5 sm. Klyuchevye frazy teksta mogut byt' vydeleny kursivom. 10. Citiruemaya literatura numeruetsya v poryadke upominaniya, v tekste poryadkovyy nomer ssylki zaklyuchaetsya v kvadratnye skobki. 12. Materialy statey, ne otvechayuschie kakomu-libo trebovaniyu «Pravil dlya avtorov» vozvraschayutsya avtoram. Pri povtornom predstavlenii takoy stat'i srok se podachi obnovlyaetsya.
13. Na dorabotku stat'i posle nauchnogo redaktirovaniya avtoram predostavlyaetsya srok ne bolee odnoy nedeli. Na stadii podgotovki ocherednogo vypuska zhurnala redakcionnaya kollegiya ostavlyaet za soboy pravo konkursnogo otbora materialov.
14. Avtory nesut otvetstvennost' za pravil'nost' izlozheniya materiala i ispol'zovaniya special'nyh terminov. Korrektura statey dlya prosmotra ne predostavlyaetsya.
15. Plata s aspirantov za publikaciyu rukopisey ne vzimaetsya.

Obnaruzheno, chto pri koncentraciyah bolee 0,07 ob. dol. nablyudayutsya priznaki kompleksoobrazovaniya. Sovmestnyy analiz eksperimental'nyh dannyh s privlecheniem metodov faktornogo analiza i kvantovo-himicheskih raschetov pozvolil ustanovit', chto molekulyarnym kompleksom yavlyaetsya dimer, obrazovannyy trans- i gosh-konformaciyami 1,2-dihloretana. STUDIES  ON  THE  MOLECULAR  COMPLEXES  OF  1,2-DICHLOROETHANE
IN  A  VITRIFIED  MATRIX
Keywords: 1,2-dichloroethane, conformational analysis.

The vibrational spectra of 1,2-dichloroethane solutions in  a glass matrix (wax oil) at a wide  temperatures interval including below glass-transition temperature has been investigated. It is revealed that at concentrations more than 0,07 i.v.f. the complexing signs are observed. The joint analysis of experimental data with factor analysis and quantum-chemical calculation methods has allowed to establish that the molecular complex is the dimer formed by trans- and gauche-conformations of 1,2-dichloroethane. The thermodynamic parameters of the complex were determined. ……………

Publishing Ethics

The editorial board of the Journal "Herald of Technological University" in its activity is guided by the principles of publication ethics developed on the basis of international standards:

requirements for peer-reviewed Journals, developed by Elsevier Publishers in accordance with the international ethical rules for scientific publications (Elsevier Publishers, http://health.elsevier.ru/about/news/?id=990);
code of ethics for scientific publications (Committee on the Ethics of Scientific Publications, http://publicet.org/code/).
The editorial board of the Journal "Herald of Technological University" guarantees observance of:

• the ethics of authorship of scientific publications;
• the ethics of reviewing scientific publications;
• the ethics of editing of scientific publications;
• the ethics of publishing scientific publications.

Ethics of Authorship of Scientific Publications

The author (or team of authors) is aware that he/she bears the initial responsibility for the novelty and reliability of the results of scientific research, which implies compliance with the following principles:

The authors of the article must provide reliable results of the research conducted. Knowingly erroneous or falsified statements are unacceptable.
Authors must guarantee that the results of the research presented in the submitted manuscript are completely original. Borrowed fragments or assertions should be presented with obligatory indication of the author and the original source. In the case of using fragments of others' works and/or borrowing statements of other authors, the corresponding bibliographical references with obligatory indication of the author and the original source should be made out in the article. According to the requirements to the articles published in the Journal "Bulletin of Technological University": all articles undergo a mandatory check through the system "Anti-plagiarism".
It is necessary to recognize the contribution of all persons who in one way or another influenced the course of research, in particular, the article must provide references to the works that were important in the research.
Authors should not submit to the Journal a manuscript that has been sent to another Journal and is under review, as well as an article already published in another Journal.
All persons who have made a significant contribution to the research should be listed as co-authors of the article. Individuals who did not participate in the study must not be listed among the co-authors.
Authors must disclose conflicts of interest that may affect the evaluation and interpretation of their manuscript, as well as sources of financial support for the project (grants, state programs, projects, etc.), which must necessarily be indicated in the manuscript.
The authors are obliged to immediately notify the editorial board of the Journal in case of an error in any work submitted, accepted for publication or already published, as well as to assist the editorial board in correcting the error. If the editorial board learns about the error from third parties, the authors should immediately eliminate the error or provide evidence of its absence.
Authors must comply with copyright law; copyrighted materials (such as tables, figures, or large quotations) may only be reproduced with the permission of their owners.
Authors must indicate the full affiliation of the institutions (including its full official name and legal address with zip code) of which they are employees.
Any copyright infringement will be dealt with according to the COPE algorithm.

Ethics of reviewing scientific publications

The reviewer carries out the scientific expertise of author's materials and, as a result, his/her actions must be of an unbiased nature, which means that the following principles must be followed:

The manuscript received for review should be treated as a confidential document, which should not be shared for review or discussion with third parties who are not authorized by the editorial board.
The reviewer is obliged to give an objective and reasoned assessment of the research results presented. Personal criticism of the author is unacceptable.
Unpublished data obtained from manuscripts submitted for review should not be used by the reviewer for personal purposes.
The reviewer must notify the Journal if he or she finds any conflict of interest or any other circumstances that prevent them from forming a fair and unbiased evaluation of the article.
A reviewer who believes that he or she is not an expert on the issues addressed in the article or realizes that he or she will not be able to provide a timely review of the article must promptly inform the Editorial Board about the impossibility of reviewing the article submitted by him or her.
Independent reviewers are told what requirements are imposed on them and are also given information about any changes in editorial policy.
The editorial board maintains the confidentiality of reviewers' personal data.

The reviewer is guided by the Singapore Regulation on Research Paper Integrity (2010).

Ethics of editing scientific publications

The editorial board, the staff of the editorial-publishing group and the members of the editorial board of the Journal are responsible for the publication of author's works, which entails the need to follow the following fundamental principles:

• The Editorial Board places information materials for the authors (a list of the necessary requirements for the design of articles, the procedure for reviewing and reviewing articles) on the Journal's website.
• The Editorial Board of the Journal makes a decision to accept or reject a publication based on the results of the manuscript's check for compliance with the design requirements and the results of the reviewing process. The Editorial Board has the right to reject the publication of an article with signs of slander, insult, plagiarism or copyright violation. The final decision to publish or not to publish an article is made by the Editor-in-Chief of the Journal.
• The Editorial Board guarantees confidentiality, i.e. undertakes not to disclose information about the submitted manuscript to anyone except the corresponding authors, reviewers, other editorial consultants and, if necessary, the publisher.
• The Editorial Board of the Journal guarantees confidential, independent, honest and objective reviewing of manuscripts.
• The Editorial Board of the Journal selects reviewers who are independent with respect to the materials being considered for publication, have sufficient experience, and have no conflict of interest.
• The Editorial Board of the Journal works to ensure and improve the quality of published materials, to meet the needs of readers and authors, to make a significant contribution to the development of domestic and foreign science in the field of physical, chemical, biological and mathematical sciences.
• Principles of editorial activity include: relevance, importance, clarity, reliability, validity of the published research material.
• As the main indicators of high quality of published research materials the editorial board accepted: thoroughness, honesty, unambiguity, completeness of presented materials, weightedness, originality, transparency.
• The editorial board of the Journal is working to invite and include highly qualified specialists to the editorial board, actively contributing to the development of the Journal.
• The Editorial Board is constantly improving the processes of reviewing, editing and evaluating the publications by experts.
• The Editorial Board guarantees careful review of publications for image manipulation, plagiarism, duplicate or redundant publication.
• The editorial board makes a decision whether or not to accept the article for publication based on all the comments of independent reviewers as a whole. The final editorial decision and the reasons for it are communicated to the authors.
• The Editorial Board of the Journal has the right to reject a manuscript without independent reviewing if it is deemed of low quality or does not meet the requirements of the Journal. This decision is made fairly and impartially.
• The Editorial Board of the Journal guarantees,that materials of a manuscript rejected from publication will not be used in the editorial board members' own research without the written consent of the author.
• The Editorial Board undertakes to promptly consider every claim of unethical behavior of the authors of manuscripts and already published articles regardless of the time of its receipt and undertakes to take adequate and reasonable measures in relation to such claims. In case the arguments of the claim are confirmed, the Editorial Board has the right to refuse to publish the article, to stop further cooperation with the author, to publish an appropriate refutation, as well as to take other necessary measures to further suppress the unethical behavior of the author.

The Ethics of Publishing Scientific Publications

In its activities, the publisher is responsible for the publication of authors' works, which entails following the following fundamental principles and procedures:

• The publisher not only maintains scholarly communications and invests in the process, but is also responsible for ensuring that the published work adheres to all current recommendations regarding publication ethics.
• The publisher responds appropriately to ethical complaints regarding manuscripts or published materials reviewed. Such measures generally include interacting with the Authors of the manuscript and arguing the relevant complaint or claim, but may also involve interaction with relevant organizations and research centers.
• The Publisher should support the Editorial Board of the Journal in dealing with ethical claims about the published material and help interact with other Journals and/or publishers if this facilitates the fulfillment of the Editors' duties.
• The Publisher shall ensure timely publication of editions of the Journal.
• The Publisher shall ensure cooperation with other publishers and industry associations, including on issues related to ethical concerns, tracking errors and publishing rebuttals.
• The editorial policy of the Journal is based on respect for the author's personal rights and intellectual property rights.

1. Obschie polozheniya

Stat'i, napravlyaemye v «Vestnik tehnologicheskogo universiteta», podvergayutsya nezavisimomu recenzirovaniyu (peer review). Recenzirovanie osuschestvlyaetsya odnim ili neskol'kimi chlenami redakcionnoy kollegii v zakrytoy forme (t.e. familiya recenzenta avtoram stat'i ne soobschaetsya).  

1.2. Recenzirovanie provoditsya posle peredachi ekzemplyara stat'i otvetstvennym sekretarem Zhurnala  chlenu redakcionnoy kollegii po sootvetstvuyuschemu napravleniyu. Na recenzirovanie stat'ya peredaetsya chlenu redakcionnoy kollegii v elektronnom formate.

1.3. Poluchivshiy stat'yu chlen redakcionnoy kollegii Zhurnala obyazan oznakomit'sya s ney v techenie nedeli. V te zhe sroki nauchnyy redaktor vprave dopolnitel'no privlech' k recenzirovaniyu specialistov po tematike publikacii (odnogo ili neskol'kih – po neobhodimosti). Posle provedeniya recenzii stat'ya vmeste s recenziey dolzhna byt' vozvraschena  otvetstvennomu sekretaryu Zhurnala, s posleduyuschey otpravkoy avtoru(am) v dvuhnedel'nyy srok.

1.4. Chleny redakcionnoy kollegii Zhurnala berut na sebya obyazatel'stva v tom, chto prislannye im rukopisi yavlyayutsya chastnoy sobstvennost'yu avtorov i otnosyatsya k svedeniyam, ne podlezhaschim razglasheniyu gde by to ni bylo. Recenzentam ne razreshaetsya delat' kopii s recenziruemyh im statey i ispol'zovat' ih dlya svoih nuzhd. Narushenie konfidencial'nosti vozmozhno tol'ko v sluchae zayavleniya o nedostovernosti ili fal'sifikacii materialov, soderzhaschihsya v recenziruemoy stat'e.

2. Oformlenie recenzii

2.1. Nezavisimo ot togo, rekomendovana li dannaya stat'ya dlya opublikovaniya (s zamechaniyami ili bez takovyh), ili zhe otklonena recenzentom, ona dolzhna soprovozhdat'sya recenziey (ili recenziyami). V recenzii dolzhny byt' ukazany vse trebuyuschie dorabotki zamechaniya ili prichiny otkaza v opublikovanii. Variant oformleniya recenzii predstavlen v prilozhenii A. Recenziya dolzhna byt' predstavlena otvetstvennomu sekretaryu redkollegii v elektronnom (.doc, .docx ili .pdf) formate s lichnoy podpis'yu recenzenta.

2.3. V rezul'tate rassmotreniya stat'i recenzent mozhet prinyat' reshenie o celesoobraznosti peredachi stat'i v drugoy razdel Zhurnala i vozvratit' recenziruemye materialy avtoru(am) na dorabotku. Dal'neyshiy poryadok recenzirovaniya sootvetstvuet p. 1.4 nastoyaschego Polozheniya.
