Increase in fuel and energy resources consumption has stimulated growth of output. Moreover, thanks to such increase new instrumentation destined for liquid flow and liquid quantity measurement appeared in circulation along with standard check-out sets. It has been discovered that not all standards, used in state regional metrology centres, prove compulsory metrological characteristics established by them. That is why there have been the corresponding comparison standards developed, researches conducted and technique tested in order to implement the Federal law No. 102- FL of June 26, 2008 “On Ensuring Uniformity of Measurements” and the Russian Federation Government Regulations No. 734 of September 23, 2010. The abovementioned comparison standards, researches and technique were required for certification of fluid mass flow rate and fluid volume flow rate unit standards in the Russian Federation, which will provide traceability to State ultimate measurement standards.
