Abstract (English):
During the state innovation policy national research universities are considered as a new form to enhance research activities in higher-education institutions, as they are better suited to this: provided with all the relevant financing, have their own channels for technology transfer and offer education educational programs on a small innovative businesses, incubation programs, etc.
