In article topical issues of formation of a control system are considered by the sphere of the treatment of solid waste. The role of system of collecting and recycling in formation of ecological safety is shown. It is noted that transition to adaptive management will allow to create the base accumulating information on all aspects of activity on the address with waste; to adjustment of data exchange and ordering of information streams between all structures participating in process of the address with waste. The condition of system of collecting production wastes and consumption in Russia and abroad for the last years is analyzed. Recommendations about improvement of process of collecting waste are made.
