The paper offers an analysis of the Russian public political discourse on the role of oil and gas of industries.The results of the content analysis of the Messages of the President of the Federal Assembly of the Russian Federation for 2002-2012 years revealed the presence in the political discourse of the two competing metanarrative. First metanarrative «energy superpower» of natural resources as «natural competitive advantage» in the world, depicts the image of a strong and powerful state.This metanarrative is more present in the public statements of V.V. Putin, and was called a compensatory function relatively metanarrative of technological backwardness of Russia, and therefore, the weakness, vulnerability and dependence on external economic conditions in the global hydrocarbon markets. Metanarrative of modernization is increasingly exploited in speeches and presentations D.A. Medvedev. But the two leaders, however, relied on the administrative and bureaucratic means of the transition to an innovative model of development.
