Abstract (English):
The author attempts to develop a methodology for evaluating the effectiveness of the institutional crisis management system based on the definition of the statistical probability of occurrence of a particular state performance of the institutional system, and the uncertainty of the possible results of the institutional system is estimated by the entropy of the institutional features that can be taken to calculate their institutional values. As a result, the author offers an integral index of effectiveness of the institutional crisis management system, which is based on the indexes of fifteen indicators of the institutional features of the system.
