In article topical issues of formation of conditions of increase of management efficiency are considered by the small innovative enterprises, the state role in Russia and abroad is considered. Such concepts as the mechanism, organizationally – the economic mechanism are considered. Need of creation of information base which will contain information on the HIGHER EDUCATION INSTITUTIONS which are engaged in preparation of the corresponding shots is noted, intensifies interaction between Higher education institutions and the small innovative enterprises that in turn will allow to increase quality of management, results of their activity at all levels.
