Abstract (English):
The analysis of a condition of the petrochemical Russian Federation complex is presented in article. The major factors constraining innovative development of a chemical complex are analysed. Within scenario approach three scenarios of development of chemical and petrochemical branch are offered. In the direction of the scenario chosen by us "Optimistic" tasks are considered, opportunities from implementation of the scenario, the main tools, and also effect at micro and macro levels are shown.
