Abstract (English):
Target set in the state of sustainable development of oil and gas sector of the economy should be aimed at maintaining a small business as a reserve DPS output growth and development marginal oil reserves trudnoosvaivaemyh fields where a large company is not interesting to work with. As a result, the state must recognize a "special" place in the economy and MNCs to take them under his protection.
