Abstract (English):
Basis of innovative activity is the intellectual capital which, first of all, should be considered, estimated, accumulated and developed. Along with problems of the state of creation of necessary infrastructure and formation of the centralized databank of objects of intellectual property, it is important to develop an initiative on development and protection of the intellectual capital at level of the region and each enterprise separately.
