Article describes a hardware-software complex of emulation of DVS created within the contract No. 496-EP of 8.04.2013, stages and problems at EBU design, and also economic feasibility of creation of the emulator. The description of applied hardware, environments of design, basic algorithms of model and the user interfaces is provided.
