Abstract (English):
There was proposed and justified system of material incentives for researchers of the national research university based on the results of their research activities, the key parameters of which is the level of authority of the scientific journals where their works were published (which is determined by the magnitude of their impact factors) and personal citations of their work (which is determined by the value index Hirsch).
