Abstract (English):
Intellectual competence structure and its main components content are disclosed in this paper. The main characteristics and sorts of cognitive barriers were revealed. The features of overcoming cognitive and metacognitive barriers technology were disclosed; the principles of taxonomy construction of developmental tasks on the basis of foreign languages were revealed. We have substantiated developmental tasks with the use of Internet-technologies in foreign languages learning. In fact, developmental tasks are the basis of technological ensuring of intellectual competence development.
