The article discusses the formation of investment policy developed at the micro level, i.e. at the level of specific refineries. The essence of the concepts of «investment activities» and «investment policy». In this paper we propose an original approach and an algorithm for determining the complex index of investment attractiveness of a refinery. Defined, scientifically substantiated and ranked indicators of investment attractiveness of a refinery.
