Definition of the structural elements of the source of development potential of the regional economy is one of the most important studies of economic knowledge, the subject of which is the study of regional economy from a position of rational distribution of productive forces of Russia. Structure of the innovation capacity includes the following components: labor resources and population; production capacity; regional and geopolitical aspects of the innovation potential; scientific and technical and human resources; infrastructure (transport, communications and other). The existing theoretical and practical basis is not sufficient to assess and identify promising directions of development of the regional financial capacity.
