The author suggests the technique of innovation product (services) level measurement, based on the use of expert method to determine the degree of improvement in consumer characteristics caused by the modification or change in technology, other decision making. This allows to adequately and in accordance with the established practice of statistical reports to determine the level of innovation of products (services), produced by economic agents, thereby increasing the effectiveness of their public support
